Technical Support for Assessment of Grant Applications (Concept Notes and Full Applications) under the IPA 2016 Grant Facility Call for Proposals

The global objective of this specific contract is to assist the Contracting Authority in the selection of the best proposals received under the Call for Proposals / IPA 2016 Grant Facility for Micro, Small, Medium Enterprises launched on 20 June 2017 (LOT 1 and LOT 2) with publication reference EuropeAid/155038/DD/ACT/XK.

Specific objectives are:

• Increase the efficiency of the evaluation of project proposals;
• Ensure high quality, complete and coherent selection process of projects in line with the criteria set in the Guidelines for applicants;
• Provide a basis, through a qualitative assessment, for making an objective and informed selection of project proposals.
• Undertake interviews and on the spot checks with the selected beneficiaries, prior to signature of the contract agreements.

The overall amount available under the Call for Proposals is 5 MEUR consisting of two lots to support business activities in the following six priority sectors:

• Wood processing including furniture;
• Information and communication technologies (ICT);
• Textiles and leather processing;
• Metal works and metal processing;
• Services;
• Tourism.

Evaluation of proposals will be carried out via PROSPECT.

• Assessment of Concept Notes
• Assessment of Full Applications
• Provision of interviews and on the spot checks with the pre-selected applicants

The assessors are expected to provide:

• Technical evaluation grids for concept notes with necessary scoring and comments;
• Ranking list of the assessed concept notes;
• Technical evaluation grids for full application with necessary scoring and comments;
• Ranking list of the assessed full proposals;
• Request-for-clarification letters;
• Assessment report summarising their activities during evaluation of proposals;
• Assessment report summarising their activities during interviews and on the spot checks with the pre-selected applicants.
