Project Description
The European Commission Delegation of Ukraine (EUD) has allocated EUR 15 million for a 4-year project focusing on SME development. Ricardo was the technical lead of a GIZ 5 person digital mission to assess the possible project options. The mission included 30 meetings with GIZ, various ministries, implementation agencies (investment, SMEs, etc.), regional and local government, Business Associations, clusters, values chains, donors, etc.
The result is a project focusing on the following elements:
- Strengthened regulatory and operational frameworks for SMEs at local level;
- Innovative business support measures at local level (via selected priority projects);
- Innovative products/services/business models by SMEs, including use of digital tools (developed via selected priority projects);
- Improved delivery of business advisory services by BIOs;
- Effective business integration and trade links in European and global markets;
- Enhanced clusters management practices and strategic connections.
The Description of the Action was developed by Ricardo. The presentation of the reshaped project was well-received by the GIZ country office team and received EUD approval. It incorporated a COVID-19 response as a cross-cutting objective and started in late 2020.
