Project Description

The Federal Ministry for Economic Cooperation and Development (BMZ) has allocated EUR 9 million to extend the ProEcon project by a further 2.5 years, focusing on Private Sector Development (PSD). Ricardo was the international expert in a GIZ 3 person digital mission to review the three activities of the project options. The mission included 20+ meetings with GIZ, various ministries, especially the Ministry of Industry and Commerce (MIC) and the SME Implementation Office (IPEME), as well as implementation partners, business associations, donors, IFIs, etc.

Ricardo had the responsibility to update and refocus business environment intervention area (the other two being private sector support (inclusive business models) and financial systems). Ricardo created a new emphasis for ProEcon focusing on three elements:

  • Support with Creation and Implementation of PAMAN II: independent evaluation of PAMAN I, creation of PAMAN II and transfer to MIC;
  • Reform of the One Stop Shop (OSS) system: complete reform of OSS, upgrade of licensing system and reform of OSS network;
  • Support to IPEME (SME office): functional review, training needs analysis and support, business incubator strategy, legal and PPD support.

The new business environment focus was developed by Ricardo with contributions by the mission team (Bernhard Adam, GIZ and Luis Sitoe, national expert), discussed with the ProEcon project team and presented to the MIC. The proposals were well received by the beneficiary (MIC) and were further developed by ProEcon, ready for implementation from 2022 onwards.
