Project Description

The Panorama and Recommendations for SME Support in 2005 and 2006 covered the following countries: Albania, Bosnia and Herzegovina, Croatia, Macedonia, Serbia and Montenegro & Kosovo

Dr Ricardo Pinto provided the team leader for this project covering all countries which fall under the CARDS technical assistance programme. The key aims of the projects were to:

  • Develop a detailed SME Panorama for each country covering the following issues: regulations, institutions, taxation, finance and business associations.
  • Based on the SME Panorama, develop country specific recommendations (7 sets) so as to prioritise the use of the CARDS technical assistance during the programming period 2005 to 2006.
  • Set out recommendations for technical assistance for the region as a whole.
  • The project was funded by EuropeAid Co-ordination (DG External Relations) and was implemented.


Services Provided

  • Identify and select local experts in all relevant countries.
  • Develop the comparative approach and methodology.
  • Coordinate, analyse and assess local inputs.
  • Prepare of overall report.
  • Liaise with EC and finalisation of recommendations.
